Cannot drag onto a desktop icon

When dragging a file onto a desktop icon, the application will start and
open the file you dragged onto the icon. For instance, if I drag movie.avi
onto the virtualdub desktop icon, virtualdub starts and opens movie.avi.
This should be the case for most applications, but it doesn't work. When
dragging a file over a desktop icon, I just can't drop it on top on an icon,
windows just wants to copy the file to desktop. The icon I'm trying to
drag onto, also doesn't become blueish, indicating it doesn't work (which is
correct).

I'm running Windows XP x64 edition. I've never seen this phenomenon with the
regular Windows, but I've *always* seen this phenomenon with the x64 edition.

How to fix this?

Perhaps the desktop icon's program can't run the type file you dragged to
it. Certain programs only work with certain type files.

Windows doesn't know that. Especially not if the app hasn't even started.
 
Of course reinstalling windows worked but I am on a mission to find out
if this can be fixed. I kept the XP install on another harddrive so
that I could see if it could be repaired.
