Cannot download files

Hi, I am using IE latest version to get my CompuServe mail via the internet.
When I try to view or download an attachment I get the following message.
"Your current security settings do not allow this file to be downloaded". I
have reset all my security settings to default with no luck. I even tried
setting all to low, still no help. My windows firewall is "off". I am not
using a firewall. If I use CompuServe to open the mail, I have no problem
opening the attachments on the problem machine.
