Cannot do https but http url's are ok

Installed NetScape 4.7 and it works ok with Http AND https.

IE6 gives cannot find page. All urls with SSL error. I
have SSL 2.0 and SSL 3.0 enabled and tls 1.0 disabled.
This is standard.

There is no firewall problem.....Netscape works ok.

Do I need to re-install 128 bit. If so how?
In Help | About says:

cipher strength is 128 bit.
