Cannot delete folder: It is being used by another person or progra

I have seen many people complain about this problem, but I see not answer. You can delete all the files in the folder but you cannot delete the folder itself unless you reboot.

I think it has something to do if you delete a folder and it is still drawing thumbnails. Problem is, once you get this error on the folder, you cannot delete it until you reboot.

This really seems to be a bug with Windows XP. I get it often and it does not matter what drive and I have done clean installs several times and I have no errors on my harddrive and no viruses.
