Cannot delete files in "public" folder

Using an older (4-year old) desktop running XP Home . . . just
recently the free space on the hard drive plummeted to less than 1G.
To see what was up I used my favorite treemap program (SequoiaView)
and noted that there were a couple gig worth of large video files in
"C:\Documents and Settings\{username}\NetHood\newpc". ("newpc" is the
name of this computer, given to it when it was first set up.)
SequoiaView does not provide for deleting files . . . and when I try
to access these files using that path in Windows Explorer, they're not
even visible. I do have "Display the contents of system folders" and
"Show hidden files and folders" checked, and "Hide protected operating
system files (Recommended)" unchecked.

Finally, I tried navigating to these files using a command window.
They are visible there, but when I enter the delete command they still
remain visible using "dir".

There are two users on this PC; this behavior is consistent for both.
What else should I be trying?

Try booting into Safe Mode & delete from there.

Boot from a Bart PE or Linux System Rescue CD you can delete anything you
like.
