Cannot delete file

I am getting amessage when I try to delete a rather large
(800MB) file.

"Cannot delete download1064215057249869743: It is being
used by another user or program. Close any programs that
might be using this file and try again."

I have nothing else open. i can't delete or even rename
this file.

I'm using XP, 2gb processor, 512MB ram. I' am having no
problem with other large video files and can delete other
files.

I look forward to some help on this one.
