I downloaded Filemon. Im trying it out. Thanks for all of your help.
Then Auditing is not possible. The only way is to track down the parent
process using Process Explorer, or run FileMon.

Brie,
Some application is re-creating the file everytime. If you're using XP Pro,
use the File/Folder Auditing to know the root-cause.

Yes. It did work but when I reboot surprise! its back again, so the
conflict starts again to.
I even safe boot and deleted but when I started up again it was there.
Stubborn!

Reboot once, and then delete. Or, from Safe Mode. To know which application
is using the file, use Handle or Process Explorer from
www.sysinternals.com
Once you open Process Explorer, press CTRL-G and type-in the filename that's
locked.

I cannot delete a file. It is empty, but when I try to delete it an error
appears with the note " cannot delete bin. Being used by another person or
program. Close program that is using it."
The folder is empty and I have no way of knowing which program might be the
one using it. I have tried holding the shift key. Is there any other way to
delete it. I have a conflick with another program due to the folder not
being deleted. Thank you for any help.
