Cannot delete empty folder!

My OS is XP Pro.
There is an empty folder in the 'Local Settings/Temp' folder that will not
delete.
The message I get is 'Cannot move file: Cannot read from the source file or
disk'
I have tried deleting it in Safe Mode but to no avail.
Any suggestions would be appreciated.
