Cannot delete being used by another person or program

I have an apllication that gives this error when i try to delete it. It also
says its not a valid win32 app when i try to run it. I tried safe mode, didnt
work and tried the unblocker program and that didnt work. Anyone know where
to go form here. Having these two problems for the same file turned up no
result in a search.

You aren't mentioning the file you are trying to delete.
