Cannot Delete: Access Denied

How can I force a delete of a file that gives me the message (Cannot
Delete: Access Denied). Is there a utility? I have tried shutting
every application including virus protection down, but still get the
message. The only thing that works is rebooting. I am looking for
something that forces the delete.

try deleting it in safe mode
 
It would be best to boot into Safe Mode, search for the file,
then delete it.

Usually this happens because the file is running in the
background. I've found the only way to delete the file is
to open the Windows Task Manager---Ctrl-Alt-Del

Try to figure out which process it is? and highlight it.
then press end process.

I then delete the file I was trying to.
Sometimes I've had to end process on a few different
files to figure out which one it was. One at a time I end
process then click delete. You'll know when you get it
right.

I like to use the search tool to find the files I'm
deleting...resize the box so I can see most of it and the
Task Manager Box at the same time. Helps with the back
and forth stuff.

Use a little utility called WhoLockMe. It creates a right click menu
entry. This will tell you what process has the file open.
