Cannot create restore point in XP Pro

System tab shows that System Restore is not disabled, having plenty of
diskspace reserved, etc.

Tried to create restore point and received an error message that it is not
able to and asked me to reboot. After rebooting and rerunning system wizard,
same error message. What gives?
