Cannot create NTDS Settings...

I have a problem creating the NTDS Settings for one server in my
domain. I recently demoted a server (we'll call it DC1) at a remote
site and reloaded Windows. I gave this server the same name and IP
and ran DCPROMO again to make it a DC. During DCPROMO I received NO
errors.

On DC1 I created a new Site Link, subnet, Site, and made it a GC. I
left and came back in on Monday to notice the new site and site
settings did not replicate to our other 7 offices.

Anyway, on our main DC which holds all the FSMO roles I checked the
ADS&S and the new site did not replicate from DC1. On the main DC I
can create the site, site link, subnet, and add a server under the
servers container...but I do not have the NTDS Settings where the
connections are held. I tried right clicking the site, and selecting
new NTDS Site Settings, but that did nothing.

I have no error messages in the event logs on our 7 other DC's. On
DC1 I get event ID 13508 which I think I have fixed. We'll see what
the event logs have for me tomorrow morning...

Also, DCDiag and Netdiag report no problems.
