cannot create folders?

I recently upgraded 4 computers to xp pro. "The acting server" was last to
make the jump. I can see all 4 computers and access the drives of each
compter and print to various printers on the network. However when trying to
create a folder
on the server from a workstation I get the error you may not have access!
The tech support guy from the software company said there is an access and
permissions problem. I am curious why I can access the machine, drive and
folder and printer but cannot create a folder. He said until we can do that
we will not be able to map drives for the workstations to access data. Any
help would be greatly appreciated!!
I am ready to go back to win 98se on the acting server everything was
working great.

No way...don't do that.

I'd disable simple file sharing if you're using it (in Explorer, tools |
folder options | view tab, way down at the bottom)
Make sure to create all user login names & passwords identically on this
"server" for all the computers that will connect
Check permissions:
1. Check share permissions on the shared folders to ensure that
everyone=full control
2. In the properties of the shared folder, security tab, set the NTFS
permissions you want to use. I find it easier to use groups I create rather
than individual usernames, but that's up to you.
 
All the computers are fat 32, do I need to convert the acting server to ntfs?
Then share that particular folder? I have not had this particular problem
before. THANK YOU!~
