Cannot create a query using Access 2000

We have several databases that were created in Access 97.
Some of our users were upgraded to Access 2000. We have
not converted any databases due to the fact that we are
not all on 2000. However, the 2000 users are unable to
create a query on any of the 97 databases. Is this because
they are not converted to 2000 databases? Is there any
way to create a query in 2000 on a 97 database? ( the
problem is that the create new query button is greyed out
and not an option). We have tested and found that you can
create a query if the database was created in 2000 though.
Any ideas/thoughts are appreciated. Thanks.

Chris, the standard solution for any networked database is to split it.

Leave the back end as an Access 97 file.
Create an Access 97 front end for your A97 users.
Convert this to Access 2000, and give it to your A2000 users.

Any further development should be done on a local copy of the database, i.e.
not while anyone else is using that copy.
