Cannot copy file-access denied question

Can't be copied or moved across volumes in XP Pro /Windows Explorer, or in
XP Pro / command prompt. I get those mushy windows error messages: maybe
you don't have the right permissions or maybe the disk is full or maybe
something has the file open. It is a small, 70 KB, executable file. All
partitions involved are NTFS.

Here is what it is not:
*Not Permissions--Permissions are appropriate on the file and on all folders
involved. Both the account trying to copy it and System have full control.
*Not Ownership-- the account trying to copy it owns it and owns all folders
involved.
*Not Disk space -- many gigs free on both source and destination.
*Not an attribute problem (read only or encrypted) -- all attributes have
been removed.
*Not some other program locking the file--: Checks using Process Explorer,
Open File View, and File Unlocker all show that nothing has the file open.
*Not a virus or a trojan -- at least according to AVG, Trend Micro, and
SpyBot Search and Destroy.
*The file is not running. It does not execute at startup or at any other
time. Reboots have been tried.

The file _can_ be copied in Win 2000.
And it _can_ be copied in XP safe mode.

It sounds as if the kernel may be locking it (as I understand it, this won't
show up in Process Explorer, etc.) but since the program is not running
there is no reason for that to be happening.

Anyone know what's going on?

Let's try to un-mush this issue: What exactly is -
- The file name
- The source folder
- The target folder
- The error message (verbatim, please!)
Also:
- Can you copy the file to a different folder?
- Can you copy some other file to your target folder?
 
Thanks for the reply. However, as mentioned, Unlocker finds no handles on
the file. In other words, the file isn't locked, and Unlocker doesn't do
anything.

The file is ribid.exe. The source is P:\ribid, which is a basic disk with a
standard partition, the destination is AnyDrive:\anyfolder. All other files
can be copied anywhere, including to P:\ribid.

The error message is
"Cannot copy ribid: Access is denied. Make sure the disk is not full or
write protected and that the file is not currently in use."

The file cannot be copied anywhere with XP Pro operating normally. The
disk is not full; the disk is not write protected; and nothing visible in
Process Explorer, Opened Files View, or Unlocker has the file open.

What are the permissions set on the file in question? "Access denied"
usually means that the file permissions do not permit the transaction in
question. For instance, an account needs read access to the file and write
access to the target folder.

This is probably because ribid.exe is currently executing. If you kill the
task then you should be right.

Thanks for the reply, Jim. All permissions are appropriate. Both the System
account and the User account involved have full control over everything
involved. There are no "denies". And the User account has ownership.

Nothing, not task manager, security task manager, nor process explorer show
it to be executing. It's not a service, and, anyway, "Services" does not
show it. It acts like a virus, but two anti-virus programs and an
anti-spyware program show it to be clean.

This sounds like a riddle but it's not. The file will not be copied
anywhere, by any user account, while XP is running normally, either from the
command prompt or the GUI. The file has no attributes. And any other file
can be copied to or from the directory it's in.

A puzzle.
