Cannot connect to the Internet

My PC is connected by Ethernet to a BT Voyager Router,
My kids both have wireless PCs. Within the last few days, my Internet
connection has been getting slower, and now I can't connect at all; however,
I can still send and receive e-mail via Outlook, and my kids can access the
net on their PCs.
When I try and connect, I get "Internet Exporer cannot display the
web-page". If I try and run the Windows XP Diagnostics, after a few minutes,
I get "Windows cannot troubleshoot you network connection becuse an error has
occurred". The Diagnostics log shows "Failed with error 0x8007273D".
We all use XP.

Help (in layman's terms please, as I'm only a simple user!)
