First rule out the firewall. If you have a third party
one (eg. Macaffee or Norton Internet security) disable
them. Also make sure that the built in firewall is
disbled.(right click "my network places" and
select "properties" or go to control panel and
select "network connections". Then right click on
your "local area connection" and choose properties.
click on "advanced" tab and remove tick from the firewall
box.

Can you access the sites now? If not, it isn't a firewall
problem.

Open Internet Explorer, select "tools" and then
the "security" tab.check that these particular sites
haven't been put in the restricted zone, or add them to
the trusted zone.

Finally, can you "ping" the websites? (start/run/"cmd"/at
the command prompt type: "ping www.hotmail.com" (without
the quotes)

Once you've tried these things, you could post back with
results/observations/details that may help to narrow down
the cause.
