Cannot Change Password

If I set the user account with Active Directory and User
to "user cannot change password" I can see it change on
all domain controllers by connecting to each one. After
about 10 to 15 minutes the setting will change back.
To me thats a group policy being applyed to the domain or
domain controllers but I can not find it.
Can anyone point me to where this might be?
 
Are you the only admin in that domain? Maybe its just other admin resetting
the setting.
