Cannot change a computer name

I'm not administrator for the primary domain, but i was
granted with the ADD/REMOVE COMPUTERS TO THE DOMAIN
privileges. When i'm triying to rename a XP or 2000
workstation, sometimes i can, and sometimes i cannot
perform the action, so i have to call an administratior
and ask to delete the computer account from the domain
and wait for the refresh time to add the workstation. I
also tryed the NETDOM.EXE utility (article 298593), but
again, on some worksations i receive the message that the
action could not be done, or access denied to the
workstation. Some can tell me another option to rename
computers without asking the administrator to delete the
computer account form the domain? Our servers are 2000.

Form what you described, I believe your failures are when you try to create
a domain account for a machine when there is already a same-named machine
with an account in the domain. And if my hunch is right, you're failing
because you don't have permissions to do that. The domain user that
originally joined a machine with that name should be able to do this
successfully - that user should be the object's owner in the AD.
