Cannot burn CDs: Always Full

I cannot burn CDs on my XP PC because every CD I put in states it is full.
Even when I put in a blank CD, properties state it is full.
Are there some settings (i.e. BIOS) I should check?

I had somebody burn one file on a blank CD on a different XP PC. When
checking properties, there is space available on the CD (CD not finalized).
But when I put the CD on my XP PC, CD is full.

When you put the CD in is there a dialogue box that asks you what to open it
with? What burning software do you use?

That suggests that it has been burnt using a file system that you PC does
not have a utility that supports it. If you are attempting to use the
Window XP native CD burning utility, this uses a technically invalid format
that few other burning utilities support.

I do not seem to have any issues reading from CDROM. Sometimes I do get a
dialogue box that asks what to open it with.

I am trying to burn CDs using Windows XP native CD burning utility:
1) Right-click on folders/files in Windows Explorer and select "Send to
DVD/CD-RW Drive".
2) When new window opens, select "Write files to CD".

Even when I put in a new blank CD, I get a message stating CD is not
writable or is full.

Check to see if cd burning is enabled on that drive, there has been a spate
of suddenly not being able to burn cd/dvd's on a burner, some MS update did
this, and you may have to reenable it each time you wish to burn. PITB
