Cannot authenticate on obviously safe web sites.

On two obviously safe (but not https) web sites I cannot authenticate with
my username and password. On other web sites I can. I set up IE to prompt
me to accept cookies, but that doesn't help.

I have been trying to log in to a UCLA web site to watch video lectures with
no success.
