Cannot assign file associations for Outlook Express

I recently had to restore my hard drive, and therefore set up each family
member's account in Windows XP Home over again. I am the only administrator.
I had to set up their Outlook Express accounts as well. When the other 3
members try to open an attachment in OE 6, usually JPG pictures, it will only
give the option to save, not open. When I try to set the association using
Folder Options (logged in as each user) the ability to change the association
is grayed out. If I make them all administrators, it will work, but as soon
as I change them back to a regular user, it is gone again.

Correct, file associations are a computer wide setting so it would require
an administrator to change this.

Note that this is an Microsoft Office Outlook forum.

Outlook Express is family of Internet Explorer and Outlook of the Office
family.
