cannot add/remove programs

Weird problem this (win2k, sp4):

In control panel:add/remove programs, at the top of the
list is the message:

"there are no programs installed on this computer"

About 20 blank lines below the message is the normal list
of installed programs. However, each program's add/remove
buttons are grayed out. Has anyone encountered this/any
idea what may be wrong?

Hi Ethan,

One of your symptoms is listed in Microsoft Knowledge Base Article KB266668: "The
Currently installed programs box may contain only a single text string, or may
display a large blank space before the program entries." To resolve the issue try
the following:

- Quit all programs that are running
- Click Start, and then click Run
- Type the following command, and then click OK:

REGSVR32 APPWIZ.CPL

When you receive the "DllRegisterServer in APPWIZ.CPL succeeded." message, click OK.

If the Add/Remove Programs tool still does not function properly see the following
Microsoft Knowledge Base Article for other steps you can take to try to resolve the
