Cannot Add or Remove Programs

I use Windows XP Home Edition for my operating system.
When I click on start, then on control panel and then on
remove and add programs nothing happens. I have also
went into safe mode still nothing happens and I have
tried to restore my computer also and it still does not
work. I am in the administrator's account when I am
trying to do this and it still will not work. Also when
I click on Help and Support nothing happens either. But
I can click on anything else and it works fine. Any help
would be appreciated.
