I am logged on as admin. I check properties and I see i have full control.
Why can I not access?

I get error message the folder is not available - access is denied

that folders are not "real" folders, but only links used for compatibility
purposes with WinXP software. Yoo are not supposed to access them

The Documents and Settings folder has been replaced by the Users folder.

Many folders have been renamed/moved in Windows Vista.

What you see with the ghosted icon and shortcut symbol is not a folder, but
a mechanism that exists to allow certain types of programs to continue to
work with the new file structure. They are not accessible.
