Cannot access 'setup'

When I turn the computer on, the computer tells me to press the 'del' button
if I want to run setup. But when I press the delete button, the computer does
not respond.
I have been trying unsuccessfully to install Windows XP Home Edition. I have
downloaded six floppy setup disks from the internet to help with the
problematic XP installation. Now, I cannot change my boot option to floppy
because I cannot get to the setup screen.
Does anyone know what caused this problem? Does anyone know how to restore
the 'setup' option?

That is a hardware question..
What you need to do is:

Turn off the computer...
Turn on the computer..
... at the same time you turn on the computer, start tapping the DEL key
twice a second..

If that doesn't work...

Turn off the computer..
Hold down as many keys as you can with one hand - just put it in the middle
of the keyboard..
Turn on the computer and begin lifting/lowering your hand once a second..
(This should flood the buffer and it should come up with "Keyboard Error -
Press XX to continue or XX to enter system setup..")

You have to be fast on some new computers.. I mean FAST!
