Cannot access programs from desktop shortcuts

Suddenly I am unable to access some programs from desktop
shortcuts that had functioned properly for months. One is
a shortcut to windows explorer. I get the message:
"Windows cannot access the specified device, path or file.
You may not have the appropriate permissions to access the
item."
I am, however, able to open the same programs from either
the taskbar or from the start/programs menu. I have tried
deleting and then reinstalling new shortcuts on the desktop
but get the same error message. Any help out there?

To use the Regedits: Save the REG File to your hard disk. Double click it
and answer yes to the import prompt. REG files can be viewed in Notepad by
right clicking on the file and selecting Edit
