Cannot access operations master (server 2003)

All of a sudden, one of my DC's will no longer talk with
the operations master. it gives event errors
1053 and 1058. Unable to access GPO objects. Everything
was working fine. then all of a sudden, stopped working.
we didnt change anything!! I can ping the operations
master, resolve it via ping -a and so forth, yet the 2003
server software refuses to find it. i even made host file
entries.

any help would be appreciated.
