cannot access numbered file with subfolder

I have just recently discovered a folder:"c8559021de47976749eba0f18126468c",
with a sub folder "Download" which won't let me access it. I'm logged in as
administrator. Can anyone tell me how to check this out?

Try in Safe Mode. If that doesn't help, take ownership of it.

Thanks, It worked. It turns out to be a "PO" file, whatever that is?
