Cannot access Help in programs

I have recently loaded a Sage Accounting program, when I try to access the
Help section it try's to come up as a web page ? This also happens in such
programs as Canon Photo Print, can anyone please help ???

The Help button is a URL (hyperlink) which directs you to the specific
website for assistance. Thus, your PC needs to be online to access
this URL. Go online first before clicking the Help button, then follow
instructions.

I am online when I try to access the help page. As I understand it from Sage,
The help info is included within the software, so should be displayed
whenever. There must be a setting somewhere that instruct my pc to open a web
page instead of opening the relevent Sage file ????
