cannot access control panel

since recent re-instal of all software and
hardware.cannot access control panel.
also get an 'application has encountered a problem and
needs to close'message wihch I assume relates to control
panel....Help please. mant T.I.A. Barrie.

Depends.....this behavior is also caused by virul-ware. Use the cleaners
listed here and then repost.
