Cannot Access Control Panel

In the start menu under settings, I cannot get in to the
control panel screen so that I can access Add/remove
option and resart my computer from a diifferent
day.....does any one know how to fix this??
 
Do you mean Control Panel is not listed or that you cannot open Control
Panel on the start menu?
