Occassionally explorer.exe seems to get into a loop or a lock and
take up 90% of system resources and wont stop.

If I use Task Manager to kill it then I lose the whole desktop and
everything else.

Is theer another way to stop explorer.exe doing whatever it was doing
when it got into trouble but to preserve my desktop?

Killing explorer.exe will always do exactly what you have seen. However
after you have killed it, with your Task Manager open click on "File" the
"New Task (Run...)" then type "explorer.exe" (without the quotes). If
Windows is running OK, explorer.exe should fire back up.
