can you recover NT data once you've gone to 2000?

An employee of mine placed a clean install on one of our
machines and erased over 2 years worth of work on it. Can
you retrieve the data after the format and install?

Afraid not.

You'll have to go back to your most recent backup and restore from that.
Naturally, since this work was so important you will have a recent backup.
If not, take it as a learning exercise about the importance of backing up
your data.
