Can you format column width differently in same column

Is it possible to create a format stop line in a row so that column width
formats can be different below this line than column width formats above this
line?
 
No. Column width applies to the entire column. Row heigh applies to the
entire Row.

One COULD merge cells in adjacent columns to create a wider column.

However, Merged cells cause so many problems (sorting, formatting,
copying and pasting, etc) that friends do NOT let friends merge cells.
They're actually the spawn of Satan and shouldn't be tried - not even
once.
 
No, a column has a single width. You could use merged cells above or below
your 'stop line' to simulate different columns widths. You could also
simulate different column widths by embedding another workbook in your
worksheet. The visible sheet from the embedded workbook can have different
column widths than the worksheet in which it is embedded.

Have never tried embedding workbook in existing sheet, will try - thank you!

Alternative to embedding another workbook.

Just take a picture with the Camera Tool from another area that has
wider/narrower columns and overlay on top of the range.
