I want to use my desktop computer with Windows 98se as the host computer because it is always on and always connected. I want my notebook to be mobile, but it has Windows XP and everything I read says the XP should be the host.

XP has ICS or internet connection sharing that allows 98
machines to connect seamlessly. 98 has a version but I
honestly dont know if it works with XP.

Yes, you can use 98se as the host computer and XP as the client
computer. These web pages will show you how to set everything up:

ICS Installation [Win98SE]
http://www.practicallynetworked.com/sharing/ics/icsinstall.htm

XP ICS - Client Setup Using the Network Setup Wizard

Don't run XP's Network Setup Wizard on the 98se computer, even if it
tells you to.
