Can too many user accounts slow you down?

I bought an old Dell 8100 a couple months ago. It has 1.5Mhz CPU and 640 ram.

It almost ran fast enough for what I do. But since, I have added 3 more user
accounts.

It used to take about 15 seconds to boot, now it's about a minute. All progs
start slow, run slow and shut down slow.

If I get rid of all but my user account should my performance come back?

Additional user accounts should not slow down the system.
