Can the header grow?

How can I set the page header to grow, the format section in the properties
box does not have that option as it does in the detail section.

I have a field in the page header which can grow, but when it does it pushes
some of the other fields in the header out of the print area.

Page sections can't grow or shrink. You can create a pseudo page header by
creating a top sorting and grouping level on a constant expression like:
=1
Set the properties to display this group header. The find the =1 Group
Header section properties and set the Repeat Section property to "Yes". Use
this as your new page header.
