Can the custom dictionary be expanded when 'full'?

I can't add any more words to my custom dictionary. An alert tells me that
the dictionary is full. Hence the question.
 
The message may be bogus. I *think* this is the relevant article: “You
receive an error message when you add a word to the custom dictionary in
