Can;t install any software with loggin in as admin and using runas

Can't run any installation without loggin in as admin and then using the
runas administrator. Then it still won't install?

What's happening?

I'm having the same problem but it only happens with programs that require
USB connection (Palm and USB key). How do I change the settings to allow a
user to install and run programs?
