When you say ... the file reappears ... do you mean that you delete,
reboot and the file is back? Or (given your next statement that Windows
tells you that you can't delete the file) do you simply mean that after
several reboots the file has not gone away?
Assuming you mean the latter, the usual reason that Windows won't let
you delete a file is that it is in use my some application. There are
any number of ways to delete such files, but here are two relatively
easy methods (I assume that you've already tried to delete it after
closing all running applications):
1. Boot into Safe Mode and try to delete the file.
2. If method 1 doesn't work,
- open a Command Prompt window and navigate to the directory where the
file is located
- open Task Manager
- find explorer.exe in the list of processes and "End Process." DO NOT
CLOSE TASK MANAGER.
- go back to the Command Prompt window and delete the file
- go back to Task Manager, click on File > New Task, enter "explorer.exe"
(without quotes) and click OK.
- close Task Manager and the Command Prompt window.
