What can I do about this? And is this possibly related to IE freezing up on
me and shutting down all my windows? This happens way way too often.

Interesting. My newsreader creates multiple threads/connections when I
update all groups. I typically hit 8. If I try to update a few groups
before it's finished and it hasn't yet released those connections -or- try
repeatedly to update when some of the servers are not responding, I see
this TCP/IP error.

All of this is "as expected" with SP2 - just recounting a scenario that is
not p2p or virus related as discussed at www.eventid.net
