I don't think settings for IE can ever be considered "best" for all people;
it's really what you want it to be. If you want to deny all cookies, that's
great, but maybe somebody elsewhere wants to accept all cookies... it's just
a matter of opinion, really. I could tell you the way I have my IE set up,
but I'm sure there will be things you would want to change and tweak. Just
open up Internet Options (Tools > Internet Options) and take a look at the
various settings; select what you want, or, if you're unsure what a
particular setting does, do a search on Google or Microsoft's website on the
particular setting and I'm sure you'll get plenty of information on it.
