I'm not sure what to tell you, it appears you are not the administrator. Or,
if you are, that you have disabled the task manager option, though i'm not
sure if an administrator account even has the ability to do that to it self,
i believe it doesn't. So, i think you aren't an administrator, which means
you either never were, or somehow your account has been changed to a
non-administrator one.
Ok you could be infected by a virus that has change group policy.
If you don't have a virus try do this
Start -> run -> gpedit.msc
User configuration -> Amministrative template -> System -> CTRL + ALT +
DEL option -> Disable "Remove Task Manager"
