Can send emails but cant receive them help

cant receive emails but can send them on microsoft outlook what am i doing
wrong have road runner too and checked everything someone please help me
thanks for you time and patients too tammy
 
Go to tool, account, click on default email properties and click on include
this account while receiving or syncronizing.
