Can send but not receive emails

Here's my problem. I had to reinstall Windows XP. I have SP2 and all
updated. I use AVG antivirus. I can send email but not receive email unless
it's directly from my isp. Everything, obviously, is correct pertaining to
smtp, pop, etc. I can go online at mail2web.com and get my email, but it
just won't go to my OE inbox. Nothing has shown up since reinstall, except
from my isp. I have found nothing to help online, anywhere. If this is in
the wrong forum, sorry.

Meant to add, I disabled AVG and it did nothing. Also, I'm using OE 6.
