can send but can't receive

I am trying to help my granda with his new computer. We set up his outlook
and he can send emails but not receive. I have already turned off the
antivirus email scanning function.

Here is the error message:
The connection to the server has failed. Account: 'localhost', Server:
'localhost', Protocol: POP3, Port: 110, Secure(SSL): No, Socket Error: 10061,
Error Number: 0x800CCC0E

There are very few circumstances in which "localhost" is the correct server
name.

More explicit details would be helpful.
 
Who is the mail provider? I doubt they have specified their mail server
name as "localhost", although some antivirus programs have been known
to make that substitution. Which antivirus are you running?
 
What happens when you send an email to yourself? Does it arrive?
Do you get an error message when you try to receive? If so,
right-click on your error message, copy, then paste it into a reply here.
We can't do much troubleshooting without the complete error message.
