can receive but not send email in outlook 2003

I'm helping a friend configure Outlook 2003 on his laptop. After setting up
his email account, Outlook will receive from but not send to that account.
All the outgoing settings have been confirmed to be correct - server name,
needs authentication, etc. Is it possible there's a security setting
somewhere that's blocking this? If it helps, he uses NetZero as his ISP but
is trying to access an account at qwest.net.

I don't have the laptop with me, but the error shows when you click the Test
Account Settings button (I think that's what it's called) after setting up
the account in Outlook. The error message says something to the effect that
the outgoing server has been found but does not respond. Also (obviously)
the attempt to send a test message fails. Does that help?
