Can Receive But Cant Send Emails

Whenever I try to send an email using Windows Mail, I receive the following
error message: The connection to the server has failed. Subject 'Test',
Account: 'mail.comcast.net', Server: 'smtp.comcast.net', Protocol: SMTP,
Port: 25, Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

It began 3 days ago, can still receive but just can't send.
 
Go to Tools, Accounts, select the Comcast account, Properties,
Advanced. Under Outgoing (SMTP) server, change the port number
from 25 to 587. Then go to the Servers tab and enable "My server
requires authentication."
