Can pull ip, can ping, can't access mail/web

My mother in law has a Windows 2000 machine that I built for her years
ago. Recently, her cable went out, and she lost Internet access. She
has a dial-up to fall back on, but when she dialed in, she could ping
out, yet she couldn't access any services. After an hour or so of
troubleshooting and seeing nothing wrong, I guessed it was her modem
and left it at that (seeing as cable repair was going to be there in a
day).

Now, her cable and cable modem are back up. She pulls an IP, and is
easily able to release/renew IP's. I can ping by name and by IP outside
of the network to Yahoo.com, etc... The routing table re-populates
after being cleared, and populates properly.

Yet, she cannot access any services. No web, no email, no AIM or ICQ.
Ping only. There are no firewall applications installed on this PC.
IPSEC is not enabled. I have replaced the network card (I had some
spares) just for S&G, still no joy. She has no external firewall or
network devices.

This machine has ran solidly w/out a single hiccup for 4 years now. It
still runs solid, no strange or erroneous errors in the sys logs, no
other issues to speak of (besides the floppy recently eating it).

Don't tell me that I must reinstall windows to fix this issue, that
just isn't my style... any suggestions?

Don't know about AIM and ICQ, but try:

1. Open IE, click Tools - Internet Options - Connections tab.

2. Select Never dial a connection, click Apply, and click the LAN Settings
tab - clear all check boxes and click OK.

3. Close and reopen IE. If this doesn't work, check the hosts file and any
antispyware program which may have the capability to control/regulate
Internet settings.

I should have mentioned that the same issue affects Firefox. I suppose
something else was to blame, I ended up reloading the OS, it fixed the
issue - additionally the floppy that I suspected had bought the farm,
now works.

I am guessing something else was going on...

I think you're right. Probably this was coincidental TCP/IP stack or
winsock corruption - it may or may not have been fixable without a
reinstall.
